Introduction. Among the figures of Zhetysulyk Alash there is a person who wrote the Charter - the Law of the Kazakh state, this is Barlybek Syrtanov. Barlybek was educated at the Vernenskaya Men's Gymnasium. He graduated from the Language Faculty of the Imperial University in St. Petersburg with a first degree in Arabic-Persian and Turkish-Tatar languages. The education he received in the Russian capital, the knowledge and conclusions he came to, turned him into a true patriot and fighter for the future of his country. Benevolence, justice, hard work, as well as deep knowledge and skills during his work as an employee made Barlybek a guardian and defender of the rights of the indigenous residents. The goals and objectives of the study – to study, on the basis of historical data, the life and work of Barlybek Syrtanov, an Alash activist who fought for the independence of his people, a loyal son of his country, a lawyer Barlybek Syrtanov; to consider the issue of Barlybek's education at the Vernoye Men's Gymnasium; to analyze his studies at the Imperial University in St. Petersburg; to determine the trends in his formation as a person; to reveal the content of the Law of the Country of Kazakhs, prepared by Barlybek; to show the socio-political activities of a prominent representative of Alash. Results. The article examines the childhood, student life, and activities of Syrtanov based on archival data. His life was meaningful, it was spent worrying about the fate of his country and land, in the interests of serving the people. Barlybek Syrtanov participated in the Muslim movement of the early twentieth century. He was also involved in spreading the ideas of enlightenment. He fought to reduce the flow of immigrants to the Kazakh steppe. Conclusions. Studying at the Vernoye Male Gymnasium and the St. Petersburg Imperial University contributed to the formation of Barlybek as an educated and qualified specialist. Deep knowledge and invaluable human qualities brought Barlybek to the top of the national spirit. The author of the Charter of the Country of Kazakhs left an indelible mark on the national liberation movement of the early 20th century.
